(612) 447-4230 / Fax (612) 447-4245 AN EQUAL OPPORTUNITY EMPLOYER PARKS ADVISORY COMMITTEE MINUTES JUNE 8, 1998 The Parks Advisory Committee meeting was called to order by Ron Ceminsky at 6:40 p.m. on Monday, June 8, 1998. Members present were Ron Ceminsky, Kathy Srnith, Tom Reddinger, Tom Schutz, and Pat Heaney arrived at 6:45. Thea Fluhrer, Bob Rykken were absent. Torn Schutz left at 7:45 p.m. Council representative Jim Petersen was present. Staff members present were Paul Hokeness, Director of Parks and Recreation, Chris Esser, Recreation Supervisor and Lisa Newling, Parks and Recreation Secretary. The minutes from the Monday, May 11, 1998 meeting were reviewed. TOM REDDINGER MADE A MOTION TO TABLE THE MONDAY, MAY 11, 1998 MINUTES. KATHY SMITH SECONDED THE MOTION. MOTION CARRIED UNANIMOUSLY. Ron asked for the Staff Reports. Paul's staff reports: Bids for Trails and Parking Lots - The bids carne in below estimates. We need to give Al Freidges and his Park crew a lot of credit for doing all the class 5 work, which saved us a lot of money. These bids will go to the City Council on June - 15th for approval. Storm - We lost about 75% of the trees in Oakland Beach and Fish Point Park. Oakland Beach was the hit the hardest. The play equipment and the picnic shelter were damaged at Oakland Beach. Discussion occurred regarding replacing this equipment. TOM REDDINGER MADE A MOTION TO MOVE THE PLAY EQUIPMENT CURRENTLY SCHEDULED FOR THE WILDS TO BE INSTALLED AT OAKLAND BEACH AS SOON AS POSSIBLE. TOM SCHUTZ SECONDED THE MOTION. MOTION CARRIED UNANIMOUSLY. Wilderness Ponds - Residents would like swings and a slide to be added to the current equipment at an approximate cost of $5,000.00. Paul did have a large enough area curbed to add these items at a later date. Residents were told that these items may not be added until next year. Library/Resource Center - The City Council authorized the plans and specifications to be complete. Currently we are getting the plans, specifications, and bidding rnaterial together. Today, Paul and Barry Petit looked at the development site. The projected cost is currently right on track. Dance Program - Currently we are negotiating for a 1 year extension at the Priordale Mall for next years dance program. Lakefront Park - The newest Kop farm proposal from their lawyer was $750,000.00. Discussion occurred as to where the roadway will be going and what should be the next step. - KATHY SMITH MADE A MOTION TO PURSUE DISCUSSION WITH THE CITY COUNCIL REGARDING CONVENTIONAL CONDEMNATION TO ACQUIRE THE ROADWAY ON THE KOP'S FARM. Discussion occurred regarding the site and what action should be taken next. TOM REDDINGER MADE A MOTION TO PURSUE DISCUSSION WITH THE CITY COUNCIL REGARDING CONVENTIONAL CONDEMNATION TO ACQUIRE THE MEND ON PROPERTY FOR OUR COMMUNITY PARK/ATHLETIC COMPLEX. PAT HEANEY SECONDED. MOTION CARRIED UNANIMOUSLY. Soccer - Paul has been approached by a professional soccer player, Alex Bunberry, with interest in adding a domed soccer field with our Community Park! Athletic Complex. He is very serious and does have a well known backer for his project. Chris's staff report: Beaches - They opened on Saturday, June 6th. There are 13 lifeguards. Paul and Chris are re-examining the wages for next summer. Currently, we are one of the lowest paying communities south of the river. This year at the beaches we will be selling 20 oz plastic bottles instead of cans. There is a bigger profit margin with bottles rather then cans. Summer Playground Program - There are 18 leaders. Tot Lot and Sumrner Playground begins on Wednesday, June 10. This year there will be a letter going out either weekly or semi-weekly to update the parents as to what is happening. Dance Program - Lisa Conlin, our current Dance Director, has resigned. In the next month Chris and Paul hope to have the job description completed. lummer Leadership Workshop - Paul Hokeness was the keynote speaker at this workshop. He did a great job. Old Business: No Old Business New Business: US West has asked if Paul would consider letting them put up a US West Antenna at Mernorial Park on one of the light posts. They would pay a rental fee of $6,000.00 per year. Paul has asked Ralph Teschner and Frank Boyles if it would be possible to start an enterprise fund. TOM REDDINGER MADE A MOTION TO ADJOURN THE MEETING. KATHY SMITH SECONDED THE MOTION. MOTION CARRIED UNANIMOUSLY. The meeting was adjourned at 8:30 p.m. The next meeting will be held on Monday, July 13, 1998 at 6:30 p.m. at the Prior Lake Maintenance Center.
