Discussion with Menden Family. Special request by Francis Menden to discuss reasons why the Menden Family Farm was chosen for the athletic complex. 3. Adjourn meeting. Document3 "r1NNE SO~ ~ The Parks Advisory Committee meeting was called to order by Ron Ceminsky at 6:40 p.m. on Monday, August 10, 1998. Members present were Ron Ceminsky, Thea Fluhrer, Bob Rykken, Tom Schutz, Pat Heaney, Kathy Smith and Tom Reddinger. City Council members Jim Petersen, Pete Schenck, Wesley Mader, Dave Wuellner, and Tom Kedrowski was present. City Attorney, Suesan Pace was present. Staff members present were Paul Hokeness, Director of Parks and Recreation, Al Freidges, Parks Supervisor, Chris Esser, Recreation Supervisor, Lisa Newling, Parks and Recreation Secretary, Frank Boyles, City Manager, and Bret Woodson, Assistant City Manager were also present. MINUTES August 10,1998 The minutes from the Monday, May 11,1998 meeting were reviewed. KATHY SMITH MADE A MOTION TO ACCEPT THE MONDAY, MAY 11, 1998 MINUTES. TOM REDDINGER SECONDED THE MOTION. MOTION CARRIED UNANIMOUSLY. The minutes from the Monday, June 8,1998 meeting were reviewed. TOM SCHUTZ MADE A MOTION TO ACCEPT THE MONDAY, JUNE 8, 1998 MINUTES. KATHY SMITH SECONDED THE MOTION. MOTION CARRIED UNANIMOUSLY. The minutes from the Monday, July 13, 1998 meeting were reviewed. THEA FLUHRER MADE A MOTION TO ACCEPT THE MONDAY, JULY 13, 1998 MINUTES. BOB RYKKEN SECONDED THE MOTION. MOTION CARRIED UNANIMOUSLY. City Attorney, Suesan Pace, reviewed the open meeting law handout. She wanted the Parks Advisory Committee to know that this law applies to all City Subcommittees. Introduction was conducted by all members present at meeting. Ron asked for the Staff Reports. Paul's staff reports: Librarv/Resource Center - Bids for the Library/Resource Center site demolition, soils correction and below grad utility relocation's will be opened on August 20th, 1998 at 2:30 p.m. Currently 12 contractors have informed Paul they are very interested. Most of the materials going into this facility will reflect at 6 1/2% sales tax exemption savings. Neif!hborhood Parks - The lights and irrigation at the Ponds Park are operational. Last week final review was completed on the lights. This weekend there will be 38 men's softball teams using this field for the Men's C League District Tournament. Memorial, Ponds, Oakland Beach, Cardinal Ridge, Boudins, and Willows have all received their new playground equipment. AI's crew has worked hard doing the base work and hauling materials. This will save us a substantial amount of money. Kops Farm - The Kop's attorney has related to Paul that the bottom line price for the Kop's farm is $750,000.00 plus a life estate. The talks are currently dead at this time. Discussion occurred regarding the next step. The only option left is condemnation. Discussion continued as to the amount of land to acquire. City Council member, Tom Kedrowski, directed the staff to present a resolution to the City Council, at the next meeting, regarding the acquisition of the Kops property through condemnation. Tom Kedrowski asked the City Council members if they will be willing to help the Parks and Recreation Department if there is an increased price for this property, by passing an increase in tax levy, or some other way. Discussion occurred between the City Council members. Communitv Park/Athletic Complex - Mary Gores has donated a lot of time sending out letters and contacting land owners who may be interested in selling land for our Community Park. The Mendon Property appraisal is $1,098,000.00 for 94.74 acres. Attempts to get the Mendons to respond to telephone calls and letters have failed. There has been no response to our calls or letter however, earlier discussions indicated that they may be interested in selling their property. Discussion occurred as to next step to take. City Council member, Jim Petersen, directed the staff to present a resolution to the City Council, at the next meeting, regarding the acquisition of the Mendon property through condemnation. New Business Paul brought up the idea of having a fenced dog exercise area at the Ponds. Tom Schutz has a concern regarding Adult Softball playing in severe weather. Paul and Chris will talk to Mike Simon regarding this issue. PAC members are to attend the next City Council meeting on Monday, August 17,1998. BOB RYKKEN MADE A MOTION TO ADJOURN THE MEETING. KATHY SMITH SECONDED THE MOTION. MOTION CARRIED UNANIMOUSLY. The meeting was adjourned at 9:10 p.m. The next meeting will be held on Monday, October 12, 1998 at the Prior Lake Maintenance Center.
