Policy xn (page 17) Encroachments/ Adjaant Land Use/Interim Uses/Divestment is applicable to the City ofPrio:r Lake's request to purchase part of Spring Lake Regional Park in Scott County for municipal recreation fadlities. In the past as I reported over the telephone, our Board. of CommisBioners has tUmed dawn. countless requests by cities to use regi~~ parkland for qther purposes including X'eO'eation arneni~ . - Also enclosed is a copy of the Puk District's Joint Powers Agreement with Scott ~ou.nty relative to regional parks. The Scott.Hennepin Park Advisory Board..is responsible for the regional park system in Scott County and makes rean:nmendations to the Park Distriet- and Scott County Board of Commissioners pW'SUant to the joint p~ agreement.
