Prior Lake, MN 55372-1714 Parks Advisory Committee Minutes 10/10/05 6:00-7:30 p.m. Members Present: Ruth Harris, Pat McFadden, Dick Carlson, and Todd Loose Staff Present: Angela Barstad, Al Friedges Public Present: Scott Martini (Prior Lake Hockey), Joe Ziska (City Council), and Mike F eriancek Approval of the September 12. 2005 Meetini! Minutes: Motion by Ruth Harris to approve the September 12,2005 Meeting Minutes. Second by Pat McFadden, approved Approval of the April 11. 2005 Meetini! Minutes: Motion by Ruth Harris to approve the April 11, 2005 Meeting Minutes. Second by Pat McFadden, approved PAC Position Openini! Update - Angie Barstad stated there were 3 interviews conducted on 1011 0/05 for the 3 open positions on the PAC. The City Council will make the decision on the 3 candidates at the 10/17/05 Council meeting. Parks. Athletics. and Recreation Facility Loni! Rani!e Plannini! Task Force - Angie Barstad updated the PAC on the meeting schedule for the task force. The first meeting will be held on 10/26/05. A list of the task force members and resources were passed out to everyone attending the 10/10/05 PAC meeting. Pat McFadden was still concerned about the length of time it is taking to get the task force up and running. Angie stated the length of time has been increased to make sure everyone that wants to be involved in the task force will have the opportunity to do so. The task force must also have adequate representation from all areas of Prior Lake, Savage and the school district. Angie referred Pat McFadden to Frank Boyles for further clarification. Watzls Docks Update - Angie Barstad informed the PAC that there were no reservations received for the docks during the 2005 summer season. Angie also stated that these docks were a problem area and a concern for the Watzls lifeguards during the summer because of the kids jumping off of the docks, into the water. If the docks are to continue to be at Watzls Beach one additional lifeguard or beach attendant will have to be hired to adequately enforce the NO DIVING policy ofthe docks. Currently there is only 1 lifeguard and 1 concession person that work at Watzls. The 1 lifeguard cannot adequately watch the swimming area while watching the docks. Angie will put a recommendation together from the PAC to the City Council and bring it to the November PAC meeting stating the following choices: 1. Budget for additional personnel at Watzls if the docks remain at that beach, (Angie will obtain the expense involved with additional personnel) 2. If the docks remain, give it I more year with reservations and have more publicity/advertising to inform the community of the docks to see if reservations increase, www.cityofpriorlake.com Phone 952.447.4230 / Fax 952.447.4245 3. Ifno personnel are budgeted for Watzls Beach it is our recommendation that the docks be removed permanently from that location for the safety of all park attendees. A motion was made by Ruth Harris for Angie to do the above and second by Tom Loose. This motion was approved. Pat Mcfadden suggested the purchase of a floating/diving dock to combat the boat dock situation. Al Friedges stated that a floating diving dock would be costly and would also be dangerous. Angie stated that an extra lifeguard would also be needed for the floating diving dock, so this would not be a favorable solution. Wheel Fun Update - Angie Barstad reported that Wheel Fun has informed her they will no longer be at Lakefront Park because they had a loss of $5,000 during the 2005 summer season. Skate Park Review - Angie Barstad reported that 1763 attended the skate park during the 2005 summer season. This number was apparently an increase from the year before per Tracy Thompson skate park manager. Mike Feriancek brought information regarding Deamland Skateparks. These are cement bowls that kids can skateboard on. Al Friedges stated this would be extremely expensive and may be unnecessary at this time given the task force objectives. Parks & Trail Comp Plan - Al Friedges handed out the Parks & Trail Comp Plan binder. Al feels this should be updated yearly to adequately reflect the status of parks and trails in Prior Lake. Al noted that the parks and trail strategic plan incorporated the 2030 vision. Al also noted page 179, this states the park maintenance main objective: When you build a facility do it with quality. Kop Farm Master Plan - Al Friedges showed all attendees the road alignment plan through the Kop land. Al asked if anyone had anymore ideas for this land, other then what was discussed at the September, 2005 PAC meeting, there were no more ideas mentioned. Woods in the Wilds Petition - Al Friedges presented a petition from the residents that live around the Woods in the Wilds Park stating they want playground equipment added to this park for the kids in the neighborhood. Al showed the PAC that this neighborhood is outside of the 3rd mile usage radius to Wilds Park, thus seeing the feasibility of their request. Al recommended, that if the playground equipment is approved at the Woods Park, that a sidewalk be constructed along Wild Wood Trail leading to the Woods in the Wilds Park because it is currently a dangerous road to walk children on to the park. Since this equipment is not included in the CIP currently, Joe Ziska recommended that the PAC recommend to the City Council that we divert the Stemmer Park money, since Stemmer won't be built for awhile, to this project. There was a motion made by Ruth Harris, and second by Tom Loose, for the PAC to put together a recommendation in the next couple months to present to the City Council in January. This motion was approved. Ponds Concession Construction Update - Al Friedges stated the footings will be poured 10/11/05 at the Ponds Concession and will be ready for trusses in 212 weeks. Things are running on schedule. This is Ruth Harris last meeting. She will be missed.
