Prior Lake, MN 55372-1714 Parks Advisory Committee Minutes 10/11/05 6:00-7:30 p.m. Members Present: Ruth Harris, Pat McFadden, Dick Carlson, and Todd Loose Staff Present: Angela Barstad, Al Friedges Public Present: Scott Martini (Prior Lake Hockey), Joe Ziska (City Council), and Mike Feriancek Approval of the September 12, 2005 Meetin!! Minutes: Motion by Ruth Harris to approve the September 12, 2005 Meeting Minutes. Second by Pat McFadden, approved Approval of the April 11, 2005 Meetin!! Minutes: Motion by Ruth Harris to approve the April 11, 2005 Meeting Minutes. Second by Pat McFadden, approved PAC Position Openin!! Update - Angie Barstad stated there were 3 interviews conducted on 10/10/05 for the 3 open positions on the PAC. The City Council will make the decision on the 3 candidates at the 10/17/05 Council meeting. Parks, Athletics, and Recreation Facility Lon!! Ran2e Plannin2 Task Force - Angie Barstad updated the PAC on the meeting schedule for the task force. The first meeting will be held on 10/26/05. A list of the task force members and resources were passed out to everyone attending the 10/1 0/05 PAC meeting. Pat McFadden was still concerned about the length oftime it is taking to get the task force up and running. Angie stated the length oftime has been increased to make sure everyone that wants to be involved in the task force will have the opportunity to do so. The task force must also have adequate representation from all areas of Prior Lake, Savage and the school district. Angie referred Pat McFadden to Frank Boyles for further clarification. Watzls Docks Update - Angie Barstad informed the PAC that there were no reservations received for the docks during the 2005 summer season. Angie also stated that these docks were a problem area and a concern for the Watzls lifeguards during the summer because of the kids jumping off ofthe docks, into the water. If the docks are to continue to be at Watzls Beach one additional lifeguard or beach attendant will have to be hired to adequately enforce the NO DIVING policy of the docks. Currently there is only 1 lifeguard and 1 concession person that work at Watzls. The 1 lifeguard cannot adequately watch the swimming area while watching the docks. Angie will put a recommendation together from the PAC to the City Council and bring it to the November PAC meeting stating the following choices: 1. Budget for additional personnel at Watzls if the docks remain at that beach, (Angie will obtain the expense involved with additional personnel) 2. lfthe docks remain, give it I more year with reservations and have more publicity/advertising to inform the community of the docks to see if reservations increase, 3. lfno personnel are budgeted for Watzls Beach it is our recommendation that the docks be removed permanently from that location for the safety of all park attendees. www.cityofpriorlake.com Phone 952.447.4230 / Fax 952.447.4245 MEETING DATE: AGENDA #: PREPARED BY: AGENDA ITEM: DISCUSSION: ISSUES: 16200 Eagle Creek Avenue S.E. Prior Lake, MN 55372-1714 CITY COUNCIL AGENDA REPORT November 21, 2005 Angela Barstad, Recreation Coordinator CONSIDER APPROVAL OF A REPORT REGARDING (1) WATZL'S BEACH BOAT SLIPS, (2) LAKEFRONT SKATE PARK, AND (3) WHEEL FUN RENTALS. Introduction This report is to advise the Council of the issues encountered with some of the summer facilities and programs this past summer, 2005. Watzls Beach Boat Slips - In 2004 the City Council approved and installed the boat slips at Watzls Beach. A reservation system was set up for these boat slips. During the summer, 2005, we had received no reservations for these slips. Wheel Fun Rentals - Staff met with and began offering Wheel Fun Rentals at Lakefront Park during the summer months of 2005. This company lost $5,000 being at Lakefront Park. Skatepark at Lakefront Park - We had 1763 attendees at this facility from May through September of 2005. This is a great facility, but the booth on this property has been vandalized several times during the 2005 summer season. Current Circumstances We had some issues with some of the facilities and programs, and we learned some things over the past summer season. We have brainstormed among the staff what we can do to resolve these issues and reviewed the items with the Parks Advisory Committee. Tonight will review the proposals with the City Council and ask for their feedback. Watzls Beach Boat Slips - No boat slips were reserved over the 2005 summer. This may be due to lack of marketing and communication to the community about the availability of these new slips. Also, several children were using the boat slips as diving boards every day. One lifeguard at Watzls is not enough to watch over the swimming area and monitor the boat slips, due to the location of each. We are recommending the addition of 1 lifeguard to Watzls Beach so we will have a total of 3 lifeguards at the beach. 1 lifeguard will supervise the swimming area, 1 lifeguard will supervise the docks, 1 lifeguard manages the concessions, and all 3 then rotate during the course of the day. Also, the Parks Advisory Committee is recommending that we continue with the current reservation system for the boat slips in 2006, with increased marketing and communication about the boat slips to the community in hopes of increasing reservations. Wheel Fun Rentals - There is not enough activity to support this type of venue, hence the company will not be returning. Does the City Council have feedback or suggestions of other possible venues we could offer at Lakefront Park? Skatepark at Lakefront Park - The booth on the skatepark property has been broken into and vandalized several times over the course of the summer. We will no longer be selling concessions out of this booth, it will only be used for sign ins and supervision of the park. We are recommending this facility remain open as it has been with the only change being that we will no longer sell any concessions at the skatepark. With nothing in the booth to steal or vandalize this may deter someone from wanting to break into the booth. FINANCIAL IMPACT: We will add the expense of 1 more lifeguard salary to Watzls Beach. This cost will be approximately $6480 for the entire summer. ALTERNATIVES: The alternatives are as follows: 1. Provide staff input and direct staff accordingly.
