Adelmann: Police Commander attending for Liam Duggan: Prior Lake Chief of Police Ed Egan: Community Corrections Advisory Board (via ZOOM) Molly Bruner: Scott County Community Corrections Director Tierre Webster: Damascus Way Executive Director Craig Fruen: Damascus Way Keri Lorenz: Community Corrections Supervisor (Meeting Minutes) Absent: Matt Fulton: Neighbor Date: May 17, 2023 Time: 5:00 pm Location: Prior Lake City Hall UPDATE ON PROCESS/PROJECTIONS FOR FIRST RESIDENTS TO MOVE IN Residents were scheduled to move into the house last Sunday, but the move was delayed due to the discovery of some water issues in the house. HEART has been working to fix the issues and plans to have the work completed by the end of this week. Mediacom is the service provider for the house location. Services with Mediacom are up and running, but there was an issue with the camera feeds going to mobile devices. The IT staff with Damascus Way has been working to rectify the issue. Camera feeds are now up and running with 24 hours a day, 7 days a week access. There are 32 cameras at the home covering both the interior and exterior of the house. The exterior cameras are infrared to provide visibility at night. Work continues on the outside of the home including asphalt, drain tile and landscaping. There was a request to reconfigure the layout of the asphalt work to accommodate for snow removal/plowing in the winter. County staff are working with city staff on any zoning for the driveway. Craig is at the Prior Lake home, and they have hired another staff person Roy Watkins who will be starting next week. Roy comes to Damascus Way with a great deal of experience doing this work. Roy will be at the Prior Lake house a minimum of 25 hours a week. 2 Residents will be moving into the house this Sunday, to allow them time to get settled into the house before they need to go to work on Monday. Another resident will be moving in on Tuesday and the 4th resident will be moving in sometime in June. The house will then be at full capacity. UPDATE ON FENCE/TREES Molly walked the back of the house property with Scott County staff to mark the location of the fence and trees based on what was discussed with community team members during the April tour of the house. The county is currently going out for bid for the project. Molly wanted to confirm with the group that the neighbors wishes are for a 6’ fence that would blend in to the landscape. She wanted to confirm with the group that the project could be a fence or a mix of fence and trees such as Arborvitae. The group confirmed this was what was discussed during the house tour in April. The neighbors main concern is that there be a barrier between the neighbors and the house. Molly will update the group on the status/plans as we move forward. OUTSIDE OBSERVERS There is an group email that the neighbors are utilizing for communication. The neighbor members of this group are providing information from these meetings back to the neighbors through the email group. They have communicated that they feel these meetings are purposeful and are working to make sure information that is being shared through the email group is accurate and factual. Jason reported that they have set up a location on the city website for neighbors/citizens that aren’t part of this meeting to access meeting minutes and any other information shared as part of the meetings. Information can be accessed through the city website at www.priorlakemn.gov You can access the information by hovering on the Government tab at the top left of the page, click on the Committees&Commissions, then click on the Agenda and minutes link. You will then see a folder at the bottom of the options named Scott County Transformational House. All information will be available in that folder. If there are concerns that are brought forward from the email group or other neighbors, it was requested that they be brought back to this group so we can work to address them. The group agreed that we all want the neighbors and house staff and residents feel safe. CHARTER FOLLOW UP The charter is still being worked on. A meeting was scheduled between county and city staff but was cancelled due to a scheduling conflict. They are currently working to reschedule the meeting. ACTION ITEMS 1. Charter follow up 2.
