CALL TO ORDER Chair Warner called the Lake Advisory Committee (LAC) Meeting to order at 6:34 p.m. Members present: Charles Gerlach, Lauren Huntington and Rick Warner. Members absent: Dale Braddy and Shirley Gengler. Others present: Mike Gundlach, Lani Leichty, Marv Mirsch and Paul Nelson, II. CONSIDER APPROVAL OF JULY 24,2001 MEETING MINUTES Warner pointed out a mistake in the minutes. The first sentence on the page should read: "Vice-Chair Braddy called the Lake Advisory Committee (LAC) meeting to order at 6:36 p.m," THE JUL Y 24, 2001 MINUTES WERE APPROVED WITH THE ABOVE CORRECTION. III. WATERSHED DISTRICT Nelson updated the committee on current activities of the Watershed and a grant they were awarded from the Department of Natural Resources (DNR). In late September or early October of this year, the Watershed (District) plans to hold a public meeting to discuss outlet channel design concepts. The District plans on applying for two grants in October, one is a Clean Water Partnership grant that they would like to partner with the City. Warner: Is the public meeting to talk about the weir, channel or what? Nelson: The weir option will be discussed along with other channel projects. Warner: What will be the next step for the Watershed? Nelson: We want to learn what the public wants and then finish concept designs at various segments of the channel. Gundlach: Is it possible to drop the high water level to get more people out of the floodplain? Nelson: We are looking at a statistical analysis of letting more water out sooner in the spring. The District is not looking at lowering the normal water level, but at making the outlet box more efficient. They may be able to take up to 80 homes out of the floodplain if the Joint Powers Agreement (JPA) can be modified. (952) 447-4230 / Fax (952) 447-4245 AN EQUAL OPPORTUNITY EMPLOYER Nelson: The DNR grant money will pay for one-half of the design work and upstream storage land acquisition, along with six or seven other items. The grant is a 50% matching cost share grant. Leichty: How does a revised JPA tie in with the DNR needing to approve any revisions? Nelson: Revised JPA language has been drafted and been reviewed by both Prior Lake and Shakopee city staff. Shakopee may be on a longer time schedule than the District is on. Shakopee has some financing/cash flow issues. Warner: What is the time frame for the new weir? Nelson: The management plan says that the channel needs to be improved to handle any additional flow. It will probably be in 2004 or 2005, due to levy limit amounts. Gundlach: Has there been any thought to holding water downstream to allow for more bounce around Jeffers Pond or Pike Lake? Nelson: No, we would like to limit the amount of bounce on these lakes, Mirsch: How about additional ponding upstream of Spring Lake? Nelson: There are no huge ponding areas available upstream of Spring Lake, Gundlach: Has the Watershed discussed a feasibility study for extending sewer and water on the south side of Spring Lake further west? Nelson: The District has not discussed this formally. Several of the proposed Spring Lake projects include: 1) Macrophyte Management, 2) Carp Harvesting, and 3) Alum Treatment. The District would like to try and get grant money to help with these projects. Huntington: How far off is the District from doing the alum treatment on Spring Lake? Nelson: The District might possibly wait for two years, Warner: Percentage wise, which of these projects will have the greatest impact on the lake for helping water quality? Nelson: The alum treatment will, but the plants need to be under control first. Carp harvesting will occur this winter as part of a challenge grant. Gerlach: Have we upset the natural predation in these lakes? Nelson: The DNR is going to look at the inlets and outlets of Spring Lake for carp barriers to see if anything can be done, Nelson stated that in October the District anticipates applying for two grants, Lower Prior Lake currently meets the District's water quality goals. Spring Lake and Upper Prior Lake have a problem with over abundance of phosphorus, Phosphorus recycling within Spring Lake is also a problem. Alum treatment may be tried on Upper Prior Lake in the future. Nelson asked if the LAC was interested in partnering with the District. He also asked if starting a joint watershed water quality committee made sense, along with a shoreline registry. A shoreline registry would be a way for the public to register their property if they agreed to leave a certain percentage of their shoreline natural. This would be a public education awareness program. Homeowners that participated could be recognized in a newsletter for their efforts. Warner: Would this kind of program help in getting grants? Nelson: Any local initiative like this helps out. The Clean Water Partnership grant needs to be completed by late September. Nelson and Leichty agreed to work together to determine the role, structure and contribution the City will have. The LAC expressed that the interest level for this type of is there. IV. LAKEFRONT PARK PROJECT UPDATE Leichty gave an update on the status of the Lakefront Park shoreline restoration project. The project was completed on Friday, August 17, 2001, Mirsch suggested that "No Snowmobile" signs be placed at both ends of the project along with orange construction fencing to protect the work over the winter. The boat landing area on the beach was discussed and how this would be stabilized. Leichty suggested installing several treated timbers with boat clips. This would allow boats a way to anchor without destroying the shoreline. V. SAND POINT PARK PROJECT UPDATE Mirsch said that he had contacted the DNR about signage for the projects and if the DNR would be willing to participate in the costs, The cost per sign is about $300.00. The DNR will get back to him about the exact cost and if they will participate in the cost. VI. REVIEW CLMP IMPLEMENTATION SCHEDULE The handouts on the state and city rules regarding docks, platforms and water structures was discussed, Huntington mentioned that some lakes in Minnesota have size limits on boats, motors and dock length. She said that Lake Minnetonka has a 70-foot limit on boat length. The committee will continue to gather information regarding regulations on other lakes through out the state before any recommendations, if any, are made to Council. VII. OLD BUSINESS There was no old business. VIII. NEW BUSINESS Mirsch mentioned that the Prior Lake Association was publishing another newsletter in mid- September. He asked the LAC if there were any articles they desire to have in it. Several suggestions were proper disposal of lawn clippings, leafs and the No-phosphorus Fertilizer Ordinance. IX.
