MINUTES OF THE LAKE ADVISORY COMMITTEE
July 24, 2001
I. CALL TO ORDER
Vice-Chair Braddy called the Lake Advisory Committee (LAC) meeting to order at 6:36 p.m.
Members present: Dale Braddy, Shirley Gengler, Charles Gerlach and Lauren Huntington.
Members absent: Rick Warner. Others present: Marv Mirsch, Dave Moran and Lani Leichty.
II. CONSIDER APPROVAL OF JUNE 19, 2001 MEETING MINUTES
MOTION BY GENGLER, SECONDED BY HUNTINGTON TO APPROVE THE JUNE 19,
2001 MEETING MINUTES. UPON A VOTE, MOTION PASSED UNANIMOUSL Y.
III. SAND POINT PARK PROJECT UPDATE
Leichty mentioned that the project was finished in July, He asked Mirsch if the PLA was still
interested in supplying an interpretive sign for the site. Mirsch said that he would like to get a
concept of the sign to be used by August 7, 2001, the next Prior Lake Association meeting
date. He will get an estimate on how much it will cost to fabricate.
IV. LAKEFRONT PARK PROJECT UPDATE
Leichty gave an update on the status of the Lakefront Park shoreline restoration project. The
shoreline is scheduled to be sprayed with herbicide on Saturday, July 28, 2001. Installation of
coconut bio-Iogs is scheduled for August 6, 2001. Planting of aquatic plants will occur after
the bank has been re-graded.
There was discussion about the boat landing area on the beach and how this would be
stabilized. Gerlach suggested that a dock be installed so boats would not need to moor on
the beach. Braddy asked about restoring the peninsula on the south end of the beach.
Leichty will contact the DNR to look at this to see about protecting the area and possibly
restoring the area with additional rock for fish habitat and erosion control. Gerlach suggested
that we contact the Sheriff's department about installing two orange no-wake buoys at the
beach to keep boat traffic further away from the shoreline.
V. MILFOIL MANAGEMENT
Leichty mentioned that the DNR had contacted him about the 2001 treatment areas, Not all
of the areas targeted for treatment met the DNR criteria for funding. A total of 4.5 acres will
be treated this year on Lower Prior Lake with the grant money. The treatment areas include
Boudin's Bay and near Martinson Island,

Huntington said that curly leaf pondweed is becoming quite a nuisance on Spring Lake.
Moran mentioned that curly leaf is also becoming a problem on Prior Lake, Leichty said that
he contacted Paul Nelson, District Administrator, to see if it would be possible to use the
milfoil assessment funds on other projects associated with the lake. Nelson told him that he
would need to check with the District Attorney about this possibility.
VI. REVIEW CLMP IMPLEMENTATION SCHEDULE
The committee reviewed the CLMP implementation schedule. Leichty said the Watershed
District had received a Metropolitan Environmental Partnership Grant. The goal of the grant
is to assess the impact development regulations have on water quality. Several of the action
items will be addressed through the completion of the study.
Moran asked about action item 3-1c, expanding the March/April window for opening the
outlet. Leichty said that it may be a moot point, depending on what outlet option is chosen
and/or agreed upon by the DNR. If a fixed elevation weir is constructed, then there will no
longer be a dispute about opening up the outlet at a certain time during the year. Leichty will
keep the committee updated on the status of the outlet channel feasibility study.
Gengler asked about the possibility of doing an article on the Prior Lake/Spring Lake
Watershed District and what they are doing to manage and stabilize lake levels. She also
thought it would be helpful for citizens of Prior Lake to see a map of the watershed. Leichty
said that he would work with the District in writing an article for a future edition of the
Wavelength.
Action item 2-1 b, review of other lake regulations in the state, was discussed. Braddy
suggested that we invite the DNR to a meeting to discuss lake regulations regarding docks,
rafts, permits, etc, The committee decided that research should be done in advance on
current City ordinances before inviting the DNR to answer questions.

VIII. NEW BUSINESS
Huntington mentioned that she saw "Neighborhood Watch" signs on some Prior Lake docks
and wondered if some residents were organizing their own informal shoreline watch program,
She also mentioned that Spring Lake residents are organizing a Neighborhood Program.
Gengler asked if the City had a booth at Lakefront Days to display water quality/lake
information, Leichty said no, that there was no City booth with this type of material. Mirsch
mentioned that a good place for this type of display was at Community Fest in September.
Mirsch also mentioned that the Prior Lake Association (PLA) is working with the Minnesota
Sea Grant Program on identifying zebra mussels. The PLA is also sending in water samples
for analysis at a laboratory to check for mussel larvae.
