MINUTES OF THE LAKE ADVISORY COMMITTEE
February 20, 2001
I. CALL TO ORDER
The Lake Advisory Committee (LAC) meeting was called to order at 6:39 p.m, Members
present: Charles Gerlach, Lauren Huntington and Rick Warner. Members absent: Dale
Braddy and Shirley Gengler. Others present: Lani Leichty, Water Resources Coordinator and
Marv Mirsch of the Prior Lake Association,
II. CONSIDER APPROVAL OF JANUARY 16,2001 MEETING MINUTES
MOTION BY WARNER, SECONDED BY GERLACH TO APPROVE THE JANUARY 16, 2001

III. CHLORIDE MONITORING PLAN
Leichty updated the committee on the status of the chloride-monitoring program. He stated
that all of the equipment has been purchased and that monitoring will begin the following
weekend.
IV. WATER WATCH NEWSLETTER
A draft version of the Water Watch newsletter was passed out for review and comment.
There was a discussion on whether or not to include Spring Lake residents on the mailing list.
Leichty said that the Water Watch was being funded through an assessment collected from
Prior Lake lakeshore residents for milfoil control in the early 1990's, and therefore, should
only include those living along Prior Lake, He said that the water quality budget had sufficient
funds to pay for adding Spring Lake residents on the mailing list. The committee felt that it
was important to pass on this educational information to Spring Lake residents because of the
hydrologic connection between Spring Lake and Prior Lake,
The committee agreed that the names of commercial fertilizer applicators that have applied
for a license to conduct business in Prior Lake should be placed in the newsletter. There was
also agreement that the shoreline evaluation article should include information as to what
steps will be taken next to address problem areas. This involves notifying property owners
who have shoreline erosion, along with references and actions that can be taken to deal with
the situation.

V. REVIEW SETBACK REQUIREMENTS FOR RESIDENTIAL STRUCTURES
The zoning ordinance addressing setback averaging requirements from the ordinary high-
water mark were reviewed. Leichty mentioned that for averaging purposes decks were
considered part of the principle structure. By allowing decks to be considered part of the
structure in the equation, redevelopment of these lakeshore lots would essentially push
homes toward the 50-foot minimum setback. This lake ward creep of buildings goes against
the goal of promoting buffer strips around the lake, The committee agreed that additional
information was needed before any decision should be made regarding a change to the
ordinance. They asked Leichty if he would check into the age of the existing homes around
the lake. This data would help in determining if there were regions around the lake that may
be rebuilt within the next 10 years or so. Additional information will be gathered so the issue
can be reviewed in a more comprehensive manner.
VI. CLMP IMPLEMENTATION SCHEDULE
The first quarter action items for 2001 were reviewed and discussed, Action item 5-1 b,
evaluating existing roadway width, will be addressed by a study being done through the
Watershed in cooperation with Savage and Prior Lake. Action item 5-2a, buffer setback
requirement, will be discussed at the March LAC meeting. Action item 1-3f, property owner
notification of shoreline study results, will be addressed within the next few months, Action
item 1-3d, provide shoreline erosion control information, will be provided in the Water Watch
newsletter.
VII. OLD BUSINESS
The LAC members asked Leichty at the January meeting if they could get a full copy of the
Feasibility Study on Shoreline Corrective Measures, Leichty told the committee that it would
cost roughly over $100.00 per copy and that it would not be a wise expenditure. After
discussion on the matter, the committee asked if the information could be put on a CD-ROM
and made available to the public. Leichty will check with Blue Water Science to see if this can
be done with little difficulty,
Leichty mentioned that there were sufficient funds in the Sand Point Park project budget to
also complete the Watzl's beach project this year.
VIII. NEW BUSINESS
Warner passed out a copy of the Surface Water portion of the Scott County Comprehensive
Plan for members to review for the March meeting. He asked if the City had a representative
attending the planning meetings. Leichty said that he has been attending the water resource
meetings over the past year. The proposed buffer strip rules from both the County and the
Watershed will be discussed at the next meeting.
IX. ADJOURNMENT
The meeting adjourned at 8:32 p.m.
