MINUTES OF THE LAKE ADVISORY COMMITTEE
January 16, 2001
I. CALL TO ORDER
The Lake Advisory Committee (LAC) meeting was called to order at 6:37 p.m. Members
present: Dale Braddy, Shirley Gengler and Rick Warner. Members absent: Charles Gerlach
and Lauren Huntington. Others present: Lani Leichty, Water Resources Coordinator; Marv
Mirsch of the Prior Lake Association and Steve McComas of Blue Water Science.
II. INTRODUCTIONS
The new members were introduced to the committee. Mike Gundlach, City Council liaison
member to the LAC, made a brief appearance and introduced himself.
III. NOMINATION OF VICE-CHAIR POSITION
MOTION BY WARNER, SECONDED BY GENGLER, TO NOMINA TE BRADDY AS VICE-
CHAIR OF THE LAC. UPON A VOTE, MOTION PASSED UNAMINOUSLEY.
IV. WATER WATCH NEWSLETTER
Steve McComas, of Blue Water Science, was introduced to the committee. He will be
preparing the spring edition of 'Water Watch'. There was a discussion on which articles
should be placed in the newsletter. The following articles were suggested: Milfoil abundance
in 2000, Shoreland Feasibility Study summary, water quality projects and grant receipt from
the Watershed, No-phosphorus Fertilizer Ordinance, map of watershed boundaries, zebra
mussel information and 2001 Lakeshore Improvement Projects.
V. REVIEW CHLORIDE MONITORING PROGRAM
Leichty told the committee that the chloride monitoring program was going before Council on
January 22, 2000 for approval. The program was reviewed by the LAC for any last minute
changes. Two questions were raised: 1) Would 30 sampling bottles be enough, and 2)
should a gps meter be used to pinpoint the sampling locations each month? It was agreed
that more bottles should be purchased, and that visual siting of the sampling locations would
adequate for relocating the sample locations each month.
MOTION BY WARNER, SECONDED BY BRADDY, TO ACCEPT THE CHLORIDE
MONITORING PROGRAM WITH THE SUGGESTED CHANGES. MOTION PASSED
UNANIMOUSLEY.

VI. COMPREHENSIVE LAKE MANAGEMENT PLAN (CLMP) IMPLEMENTATION SCHEDULE
The CLMP implementation schedule was discussed next. The committee asked Leichty to
revise the schedule by adding a completion date column and cost column, updating the
schedule and the LAC on a monthly basis. Leichty will make the changes and e-mail the
revised version of the implementation schedule to the members.
There was discussion about getting the CLMP onto the City's web page. Gengler volunteered
to research the cost of linking this document into the City's site.
The Shoreline Feasibility Study was talked about and what should be done with private
property experiencing erosion problems. It was decided that letters should be sent to the
property owners notifying them of: 1) the erosion, 2) the impact on their property, 3) where to
go to find corrective information, and 4) agencies that may be able to provide financial
assistance.
The LAC members asked Leichty if they could get a full copy of the Feasibility Study on
Shoreline Corrective Measures.
There was discussion about stabilizing the shoreline erosion at Watzl's beach this year. The
committee asked Leichty to check and see if there was excess money left over from the
Lakefront Park referendum that could be used for this project. Leichty said he would check to
see if there was enough money budgeted for the Sand Point Park project to also complete the
Watzl's beach project this year.
MOTION BY WARNER, SECONDED BY BRADDY, TO HA VE LEICHTY REVIEW THE
BUDGET TO SEE IF THERE WERE ENOUGH FUNDS TO BUILD BOTH SAND POINT AND
WATZL'S BEACH THIS YEAR. BASED UPON $50/LF TO
VII. WATER RESOURCES 5-YEAR CAPITAL IMPROVEMENT PROGRAM
Leichty asked if there were any special projects that the committee would like to see placed in
the 2002-2006 Capital Improvement Program. It was decided that the old railroad bridge
crossing bank stabilization project should be added for the year 2002.
VIII. NEW BUSINESS
Braddy mentioned existing signage at the boat accesses. He suggested that a sign inventory
be taken at each access. From this data, the committee could determine what needs to be
updated, what the signs currently say, and what improvements could be made for public
education.
The committee asked Leichty to have McComas add information regarding who the public
should call if they see inappropriate behavior on the lake. Many people do not realize that the
Scott County Sheriff is responsible for patrolling the lake.
The question was raised about garbage on the lake during the winter and right before ice-off
conditions. Braddy reiterated that the Sheriff is responsible for lake regulation. Warner
mentioned that education and information is the key to changing the public attitude.
IX. ADJOURNMENT
MOTION BY BRADDY, SECONDED BY GENGLER, TO ADJOURN THE MEETING. UPON
A VOTE, MOTION PASSED UNANIMOUSLEY.
